Bolt Bus does not go PHL - BAL.

Amtrak will be the easiest, most convenient way. If you book far enough in advance, a one-way ticket is $35. The ride is just over an hour. I take this trip several times/month.

Best and quickest way is the most obvious: I-95 North from Baltimore to Downtown Philly. Less than two hours. Finding on street parking has never been a problem for me, the dozens of times I've made the trip. Tolls? Yeah, they suck. Rte 1 is a toll-less alternative, but more than double the time. Worth it for sight seeing, or a Sunday drive, but not for making time.
