Luvmywhalez, we moved into our house in Discovery Harbour last June. We have been coming to the BI since 2001 and built our house in 2005. One reason we chose DH rather than Ocean View is that DH has county water; another reason is that DH has covenants that are enforced.
No, you don't need a gun to live in Ocean View. The "problems" that I have heard about the Marshallese, is that they live like they are used to living -- many people to a dwelling, structures thrown together, indoor cooking on open fires, etc. I know lots of people who live happily and gun-free in Ocean View.
We love Discovery Harbour. A lot of retired people from the mainland live here, with a wide variety of backgrounds. The big downfall is the distance to Kona or Hilo for decent shopping and doctor's appointments (although Kaiser just opened a clinic in Kealakekua).
In addition to county water, we have both cable and wireless high speed internet and cable tv to every lot. And I think we are the only subdivision in the south point area with streetlights.
The golf course is minimally playable at this point. The future of the course is undecided as the present owner isn't interested in putting much money into it.
I second that you don't need a gun to live in Oceanview, and if you believe in live and let live, the Marshalese are not a problem for you. The vegetation in HOVE is very variable; some parts have thick forests of ohia/ferns/various shrubbery, some are relatively bare lava rock; you can pick a lot of whichever type you want. We are on rain catchment tanks, and we do get enough rain to keep the tanks filled on their own most of the year; the Oceanview well is predicted to be finished next year, which will make getting supplemental water much easier.
