your point is valid, that govt should provide business opportunities instead of giving loan. This businss will also feature of that student, if he runs business successfully.

What do you mean by "business opportunity"?
Why do some people think the government should provide everything? geeze we got a bunch of nanny kids in our population.
Well I don't care what anyone says, running a business is NOT easy. When I saw that Indian woman Liz Warren screaming "you didn't build that" then Obama repeating it I would have loved to ....
Even after getting it off the gourd and being in business for about 10 years, it's been a nightmare lately and I've considered laying everyone off and closing the door, then again, the money's good, then again, government wants to keep taking more and more money so I'm back to considering laying everyone off and closing shop.
I love the whole 'Everyone thinks they can run a business' mentality in the United States.
The only businesses that succeed are the one's that were started by people that had the dedication, tenacity and determination to make them succeed and many times against all odds.
And, no - government loans to help people start businesses will not enable more people to start and/or succeed in the free market.
The first 24 months that I owned my business, I had to live at my commercial space: office/shop so that I would not have any living expenses associated with having an apartment or a house. That's right: I threw a mattress down in one of the offices, plugged a microwave in and got serious. Everyone got paid before I did, which included employees, credit accounts and the rent and utilities.
I saved up my own money prior to starting it because I did not want to be a slave to whatever lender/bank loaned me money.
My vacations during that time period were simple. I would take one day off every 30 days and slam a half rack of beer and a bottle of Jim Beam, then wake up the next day (from my vacation) and get back to work.
At one point, I had over $132,000 out on invoices and only about $1,218 dollars in the operating account. A combination of luck, fate and destiny enabled the operation to continue on from that point.
No government loan can be a substitute for blood, sweat and tears and never will be.
People need to really learn to grow up, sacrifice and develop their inner eye of the tiger mentality on a whole new level.
America (1782-1912) was not built on government loans, handouts and laws enacted to twist and morph an existing free market that was already working so that everyone could feel good and have a piece of the dream. This country was initially built on hard work, sacrifice and a strict adherence to fundamental facts of reality and that is that some people succeed and some fail: and no amount of legislation, loans or witch doctor magic by the mystics at the Federal Reserve can alter that.
