There was talk that the Clintons were going to move to Marina Del Rey after Bill was no longer in the White House and Hillary was going to start her career in electoral politics. They wound up in Westchester County, NY instead. If they had moved west instead of to NY, I'm sure Hillary would have ran for office in CA. Not sure why they didn't do it

Hillary lived in Oakland for a summer, interning at a law firm in Oakland while on summer break from law school at Yale.

The Clintons own property in Rancho Mirage. (Barbara Boxer is retiring right next door to them.)

Probably wouldn't take much to change her residency from NY to Rancho Mirage.

New York is the only state where she has held office (aside from Secretary of State). So your statement is an exaggeration and irrelevant re; the silly notion that she'll run for governor of California.
