The problem now thanks to WEAK leaders and WEAK laws is that the risk is so low so people exploit and take advantage .
It's not just California, employers all over the US have been replacing citizens with undocumented people for over 30 years and nothing happens to them. Meatpacking plants in the midwest used to pay good wages, they were largely union and the wages allowed many small communities to prosper. Then the big companies, Tyson, Armor, Cargill systematically began firing citizens and replacing them with undocumented workers sometimes smuggled across the border by labor contractors Meatpacking Plant Offers Clues to the Impact of Immigration on Jobs - WSJ

The per capital percentage of undocumented people in Nevada is the highest in the Nation, and I don't know what Harry Reid is talking about in this article, but they dominate construction trades, to a large extent because Nevada is a 'right to work' state with a very low unionization rate in the building trade industry.
Nevada has largest percentage of illegal immigrants in nation | Las Vegas Review-Journal

Here is an interesting study that shows the percentage of undocumented workers in various occupations, broken down by state. (table is appx. half way down the page) Appendix A: State Maps and Tables | Pew Research Center California has fewer undocumented people as a percentage in various occupations than do most other states.

Employers have hired undocumented people with complete impunity for decades, the laws exist that could hold them liable for their actions but no administration, Republican or Democrat has done a thing to stop this.

Well except Trump who was never in office, so it will be interesting.
well except that Trump has benefited from hiring illegals Donald Trump and Undocumented Workers at Trump Tower so I'm not sure he is going to be "the one" who does anything to stop it.

Employers who violate the laws should have to answer for their action. But like deportation, that's just a band-aid approach to fixing the problem. Until the border is secure, people will continue to come illegally -- because they can.

Employers are not held responsible for their actions, that is the point. And undocumented people do not come here for the beaches, they have their own, they come here for jobs and they will continue to until employers who hire them start going to prison for it. There is no wall that will keep them out. A good portion of the border is on private property and the feds have been trying for decades to get property owners to either allow the construction of a wall, or sell the property, and many of the people in the path of the concrete monstrosity don't think it's such a great idea. All this talk about a wall is absolute nonsense and Trump knows it and is probably yucking it up with his billionaire cabinet members about what fools the American people are to fall for that BS

I think the issue of likely abuse of the HB1 Visa program needs to be addressed too:

Did trump know about it? He runs large companies, but the hiring is done by others and they may not tell him, etc. He does no hiring at that level, which is what his HR departments are for. Maybe he knew, likely he didn't. Do you have proof he knew about it?

Good point .
If you hire a contractor to remodel your house or to build your house are you going to ask to see all the sub contractors immigration papers ?
Nobody is going to do that .

Once they realize they can't use the ignorance card, they'll say that Trump only hired them to stay competitive. He had no choice.

Trump supporters will twist themselves into knots protrecting their clown prince...
