If you are planning on moving here i'd suggest Ontario would give you more job opportunities, if you are planning just a visit then include Montreal and Toronto in your itinerary.
Location: Quebec Cost of living: Depends where in the province . . . Thunder Bay is cheaper than Montreal, but Toronto is more expensive than both. Quality of life: Quebec Schools/Universities: Ontario, because of U of T, York, Rynearson, and Western, but it's close. Quebec has some great institutions like the U of M, McGill, Laval University, and Bishop's College. If you're Francophone, Quebec is definitely better for universities. Language: Quebec. I love Canadian French. History/Culture: Quebec. The French / English interaction in the province is fascinating. Climate: A wash. Both provinces have more or less the same climate. Southern Ontario has mild winters, like Michigan. Enterteiment/Nightlife: Quebec, but Ontario has a strong case because of Toronto. Well Ontario spoke to me in English and was friendly to me. Quebec was rather rude to me at times, and obviously irritated by my lack of understanding French a few times. I'm sorry Quebec. I simply did not fully understand what Je Me Souviens meant on your license plate. That and I'm really sorry I could not pronouce the bottled water Avion without a US accent.
So I could say I like Ontario better than Quebec but I like both provinces. I'd rather live in either vs the USA on many days but since that can't happen. My vote goes to both Provinces as great places to live.

Ontario is you don't speak French, but Quebec if you speak French or are willing to learn. There's no state/province like Quebec in North America!
