No. There is no such thing as a tourist visa between Canada and USA. As an American you can visit Canada without a tourist visa and might be able to stay for a maximum of 6 months (at the discretion of the border authorities). Yes, you can rent something. But if you want to apply for any work in Canada you need to apply first for a work permit. If you don't have a work permit you cannot legally work in Canada and no employer will hire you without a work permit.

I don't think that's accurate.

He can find a job offer first and then ask the employer to apply a work permit for you. For a foreigner who didn't study in Canada, how can he get a work permit without a job offer first? That's simply impossible.

Alternatively, he can find a job that falls under NAFTA category, go to the border and apply to change his status to TN.

This is what I was wondering too. How would you get a work permit without having a job offer first?
So the steps are:
apply for job, get job offer, apply for work permit, pay for work permit, move, start working.
Correct?

Thank you! You all are extremely helpful. I think I will have to go teh NAFTA route as unfortunately I did not complete my studies in Canada. I was looking in to this link for Nafta/TN. But with a BA in criminal justice, could I apply for a social work position? As they are closely related here in the states but this might not be the case in Canada. If not, I am not sure what other skilled profession I could apply under.

So start applying for jobs from the US? Instead of waiting to get there? Is there a job board for jobs in different cities?

I think there are a number of alternatives. If you don't get a job offer first then find out if you are eligible to apply for a temporary visitors open work permit first, then when you have your open work permit you can go looking for employment. You won't need to have a job offer from someone else first before you can apply for an open work permit. There's information about that here:

It might work differently for Americans but I know it's done by other people. Then once they arrived, got settled into their new digs and oriented themselves they would then go looking for employment. Most of the time they got employment at Whistler because there's always such a high turnover for foreign visitor/workers there.
