At least here in TX it's 100% possible to buy coverage on a car you don't yet own, you'll need the VIN number and if you're financing the car, usually Lien holder information (though most insurance companies will let you add this later), I've had a couple of customers who's added insurance to a car before even walking into the building and with most lenders, they have to have insurance completed before driving off, which means they'll do so before signing.
Couldn't he get insurance without owning a vehicle and then change or adjust the policy when he purchases or leases a vehicle?
No, how would an insurance company be able to quote an unknown vehicle? That's like calling a pizza hut to get a quote on some food and not saying if you want 2 pizzas or 200.
