A person can either rent in a rental building or development, in which case all rules are in the rental agreement between them and the company/corporation ... there's no homeowners to agree with other than the company owning/managing the buildings. Or, they can rent privately, and should the home happen be part of an association the HOA document will be included in the rental agreement, if it's a condo the condo paperwork will be included in the rental agreement.
Is there such a thing as a home renters association?
J/k, the two seem mutually exclusive ... either you're renting privately and are subject to whatever rules the house is subject to under the the HOA, or you're renting in a rental property owned by one entity.
Or am I missing something?

Sorry OP, we'll settle this eventually.
Just because all the homes in an area are rentals does not mean they are all owned by a certain company they may be owned by individual owners who don't actually live there but own them as income properties therefore they are the homeowners who make up the HOA, some apartment type buildings where it is a mix of rentals and ownership, ie condos can be the same way.
^ lol, that's what I'm saying ... you're either renting from a company or a homeowner.
I think the disconnect is because in my experience, any company rental agreement I've seen is more restrictive than any HOA agreement, thus usually rendering it moot.
However, can we all agree that the OP should read all relevant documentation before he signs lest his bikes go unattended?
Thank you, one and all, for the info. I would prefer a townhouuse or house rather than a conventional apartment complex, so anything further is most appreciated. And, about an hour after I posted my reply yesterday, it did register with me what 'HOA' stood for. Neighborhood associations are fairly new up here (Syracuse, NY), maybe the past 20 years or so, and limited in number so it is not an all-too-common term. I look forward to checking out what the area has too offer when I make my initial recon the first week of February.

Boy are you in for a treat, weather wise. I can remember snowdrifts up past our windows in Syracuse (Go Big Orange). It's chilly right now, but that rarely lasts.
