Teachers ALWAYS work under contracts. There are no unions in NC but all teachers are contracted. Also, teachers do have due process, especially after three to four years in the state. They can't simply be dismissed without cause and due process. It's tantamount to tenure.
RIFs are a cause but they won't negate the contract nor the benefits.
The concept of letting people go in the summer and hiring them back in August won't save a dollar with teachers and thus I highly doubt CMS does it, again, for a myriad of reasons, including legal and financial ones.
