are you serious? maybe because every time you turn around a highway is being widened or built. they are build new housing communities everywhere you turn...
I think you've got this backwards. All those things are occurring because people are moving here in droves already. Not because there's some effort underway to try and convince people to move here.
I suggest to anyone that doesn't like Charlotte to get the h*** out. I get sick of out of towners complaining about the city or trying to say that Charlotte should be be like some other city. Those other cities are there for you to move to.
"...people have pointed out that Charlotte has no "Black Neighborhoods" like larger cities DC, NYC,Atlanta New Orlands..."
You've never visited the west side of Charlotte or visited Grier Heights or Hidden Forest (or is it Valley?). There are lots of black neighborhoods. If you live in Ballantyne or Cornelius, you might get the impression that this is an all-white city. It isn't.
I know what you mean about the feel of a really diverse city, but you won't get the diversity that you see in the northeastern part of the U.S. because Charlotte is a new city. I grew up back east in a a very old neighborhood that was first settled by Italian and European Jews. It was great. The food was great. We had block parties, rent parties (for people who were in financial trouble). Whatta mix: Jews and Italian Catholics. We got along like champs.
We watched out for each other. Italian grannies and Jewish mothers are a formidable bunch. We were the Kosher Nostra.
Give Charlotte another 100 years and an equal number of years of prosperity. You can't force diversity.
"...There is nothing to stop black businesses from opening in predominantly black areas..."
Theoretically and legally, this is correct, but banks in Charlotte and in many other cities have been found guilty of something called "red lining".Banks were delineating areas where they would not invest by drawing boundaries on maps with a red pen. Whoever needed a loan within a red lined area was refused, mostly because of the area's racial makeup. If you live in an area that has no supermarkets or major service providers, it could be because your area has been red lined. It is illegal, but it doesn't mean that it doesn't happen.

I'm well aware if redlining. To believe that it no longer happens would be delusional. That would be like believing that there is no longer discrimination in giving business loans to women. If someone wants to start a mom & pop business they can start out small & build up capital, or check into organizations that are there to help black-owned or women-owned businesses.
I would like someone to define "Culture" for me and explain how Charlotte has none?
