I"ve lived here all my life and the weather guy is the only time I ever hear that term.
When someone asks me where I live, I don't say "Southern Piedmont"...haha
Using that term is accurate and it is necessary to do so to distinguish this region from other micro-systems in the western part of the state.
If you have ever noticed . . . there is a different weather pattern that developes N of I-40, west into the Catawba Valley. They used to refer to that area as the "Catawba Valley" to distinguish it - don't hear it as often these days.
You will also hear our mountains referred to w/ specific micro-climates, as well. For ex., the western slopes have different weather than the eastern slopes . . . as would the Asheville region as opposed to NW/Boone region.
This state has a lot of distinct regions . . . and weather systems develop or dissipate based (to some degree) on the topography of those regions.
We are the Southern Piedmont.

I have heard them say the Mountains (Boone, Blowing Rock, Asheville), The Foothills (Morganton, Hickory), the Piedmont (Charlotte, Gastonia, & Monroe), and the SC Upstate (Rock Hill, Spartanburg, Greenville). Then I've heard Columbia called the Southern Piedmont.

NC High Country
Ashe County
Alleghany
Wilkes
Watauga
Avery
Mitchell
Yancey
Sections of these counties lie within both the Piedmont and Mountain Regions of the state, so I guess one can say they are the foothill counties:
Surry
Wilkes
Caldwell
Burke
McDowell
Rutherford
Polk
