But I want a walking neighborhood, a safe park area, you know, the Chicago I remember of 10 - 15 years ago.

Im originally from South Side, i grew up in the 100s area by Roseland.. from my opinion its alot better than it was in the 90s, the early 90s was infamous for its crime .. Still could be safer though around the Inner City area.

10 guys hanging out in front of most liquor stores 24/7...?

That's called loitering in NYC, and it's illegal. Empowering police to break up that type of stuff is probably what accounted for NYC crime to become so low, and the city transform significantly.

On the other hand, a lot of people complained of police harrassment as well.
