I would think if it's the middle of winter and there's a blizzard out, people aren't going to walk to their favorite restaurant. Uber would work, right?

Seriously?

Your post history tells me this is nonsense.

There is the Pedway in the Loop, and most Chicagoans are used to walking in the cold. There is this thing called clothing that you can put on to keep you warm.

The pedway is pretty useless for most Chicagoans.

With that being said, I'm sure the ridership on Uber/Lyft goes significantly higher when there is snow or rain. Personally, I don't think it changes my habits much but I also own a car where I can drive places as needed. Anything I can't drive to during inclement weather I would just skip and save for another day.

Most of those without a car might have no other choice.

It's basically just the pedestrian tunnels under the Loop. If you've been to Millennium Station and any of the underground pathways from there, you've been in it.

The lazy suburb raised yuppies downtown take screwber a lot in the summer just to go 4 freakin blocks. Meanwhile, I have walked all the way from Buckingham Fountain to freaking Michigan and Ohio many times and I am freaking fat. Lol
