A true, heartfelt belief, yes. See Romans 10:9-10 and the story of Nicodemus in John 3.

God gave us free will. We chose disobedience, which condemned us before our holy Creator. To redeem us, He sent Christ. Without Christ, we remain under condemnation.

As often as you quote it, you never seem to notice that that passage does NOT say that God condemned anyone.
