Not animals and not each individual. Bad people are wolves and follow Satan's lead. The sheep are the ones obedient to God and are a target of the "wolves".
Each of us decides if we are a wolf or a sheep and most chose wolf.
There is a goat in your left hand and there is a sheep in the right, and when Jesus comes separating the two, it is completely within you, you are both. Whether one is good or bad, he has a serpent within him, but not everyone is a wolf.
Those scriptures are also showing the difference between Gentile and Jew.
Those scriptures of those animals are just depicting the evolution of what man becomes when God comes and takes the evil flesh away. Men are depicted as several different animals all the way through the bible and Paul even tells us that when it is speaking of oxen, it is speaking of people, not oxen, what is written for oxen was written for man.

In the west, there is two oxen yoked together and with them is a wolf, And this is Ephraim, Manasseh and Benjamin. The 3 stand as one.

Just like people who look and think of a food shortage when it says,'' a pound of barley for this and a pound of wheat for that but do not hurt the oil and the wine.''
It isn't talking about a food shortage, it is discussing 3 types of people in 3 types of harvests to God.
Isaiah is not insinuating that a lion will eat straw, or that we wont kill animals anymore, it is speaking of the tribes of Israel and who and what is, and who and what isn't.
It had nothing to do with food.
