But if departed souls in the "underworld" are bowing their knees to Jesus they must be christians, so why are they down there?

You say "down" like it meant they could be somewhere separate from God. Is that possible? Maybe we can do it to ourselves?
Everything inside of us, even what we think is the world, is a projection of us built by us, so that we can have a reality. There is no reality unless we can recreate it, so that we can perceive it. Within that construct, the one that stands inherently between whatever reality really is and what we call reality, there could be the sort of error that separates from God. It could be down to us that we can't understand that He is right there. We are the ones who had to sew fig leaves, remember? We suddenly had doubt, not God.
The power of our Lord enables Him to bring everything under His control by way of this wonderful verb.

There is a place for scoundrels. Take Howard Storm's example, he had an out of body experience (died) after internal bleeding and sepsis. Most of these souls (bad people in real life) don't even give God any chance. They stay in a place of dread and remorse, blackness. Praying wasn't even an option for Storm (his book is - My Descent into Death). So until these miserable souls cry out to God, they stay there but it is NOT FOREVER. May seem like it because time stops on the other side. Every single time one of them cry out, God (through Jesus) always comes to them. There is no place in existence outside of God's love because our very dwelling is literally inside of God.
A nurse who assisted in surgeries had an NDE....she kept rising up out of her body after a car wreck. She saw her body from above the wreck, then kept rising, above trees and rooftops...clouds beneath her...then the Earth itself...higher and higher. She saw our solar system, then our Milky Way galaxy, then multiple galaxies, beyond count until the entire universe looked like what she described looking just like a human nerve cell that only resides in our lungs.
