From my experience; this is what I've notice about certain cities [These statements do NOT apply to everyone]:
New Orleans: Crazy as hell and will get out there with anybody. However, fighting wise.....average. I've seen too many Texans dog out New Orleanians during the Katrina era.
Chicago: Laid back attitude, but will kill somebody if pushed to that limit. I seen this one Chicago chick in action. BRUTAL.
New Yorkers: Tough attitude and talk a lot of stuff; it depends with them. Some can back it up and some can't. However like Eek said, New Yorkers have a reputation and that reputation alone keeps people from fighting them.

I seen take tall sexy girl from NY get the fur torn off her sexy @ss outside a club by this short hood-rat girl in Baltimore. I felt bad for her cuz she was sexy as hell, but I was more amazed at how the lil short girl was diggin in her sh*t ...smh
