Funny enough I went with my best friend and it was funny feeling like the only two that weren't a couple there and we happened to stay in one of the most romantic lodgings in the city for couples too without realizing it until we got there haha. Seriously though, it is one of my most favorite cities and well worth a visit (a place I am also considering retiring too).

A sample of photos I took while there:

I spent a day in Guanajuato one time and there happen to be a large street festival going on that night. Literally one of the most memorable cultural things I have ever done. Couldn't agree more. The little intimate stairways and walkways there are awesome. Very colorful city.

I have never been to Quebec city before, but I would like to go there one day.

Urban Renewal screwed up US cities so badly, I don't really find any of them to be overly 'romantic'.

I'd also add:

Santa Barbara
Jim Thorpe, PA and other towns in the Poconos region
Newport, RI
St. Augustine
Washington, DC in its nicest sections like Georgetown and upper NW
Nashville (Bachelorette parties)
New Orleans (French Quarter)

A few primaries that come to mind:

Napa, CA: https://www.google.com/search?q=napa...h=770&dpr=1.13
Guanajuato, Mexico: https://www.google.com/search?q=guan...usMA_reP_V3x7M
New York City, NY: https://www.google.com/search?q=new+...h=770&biw=1707
Quebec City, Quebec, Canada: https://www.google.com/search?q=queb...h=770&biw=1707
San Juan, Puerto Rico (Shocked this hasn't gotten more mention): https://www.google.com/search?q=San+...h=770&biw=1707
Savannah, GA: https://www.google.com/search?q=sava...h=770&biw=1707

A few sleepers:
Acapulco, Mexico (Yeah, it's had crime issues of late, but still takes crown IMO for coastal aesthetics in Mexico: https://www.google.com/search?q=acap...L1iXuUmluutKrM
Ithaca, NY: https://www.google.com/search?q=itha...dep4NxSL2CPAdM
Los Angeles, CA: https://www.google.com/search?q=los+...YwjFjfAkCP5fXM Got no mention at all, here, and IMO, probably should've. Cruising Mulholland Drive or watching the sunset at Santa Monica, etc, is pretty iconic.
Mackinac Island, MI: https://www.google.com/search?q=mack...-h7QFcPgYmeKjM
Reykjavik, Iceland (yeah... technically actually a North American city. Ever heard of Thingvellir? Everything west is our continental shelf. Honolulu OTOH, is definitely grouped with Oceania, by and large): https://www.google.com/search?q=reyk...ujNFGDVJrChnSM
St. John's, NL: https://www.google.com/search?q=st.+...08_G_P2U3b40GM

Kansas City, MO. I just saw their Union Station last weekend and that it was more beautiful than Chicago Union Station. To get off the train, eat a fancy meal in the station, then walk across Washington Square Park and up Main St or McGee St, that would be romantic. The way those streets cross the railroad tracks with views of the hills to the West and downtown up the hill to the North by the curved Western Auto Building is very striking
