Well, do you like really hot and humid with lots of rain; or ridiculously, scorching hot and dry and no rain?
I think it also depends on where, exactly, in Florida. I really like Pensacola but can't stand Destin. Panama City is also okay, but very, very Southern. Or are you talking Southwestern Florida?
It's also important to point out that Lake Havasu is pretty isolated, being well over an hour from Las Vegas and more like 2 hours to Phoenix.
Another point: Lake Havasu is nothing but retirees while the retirees in Florida tend to stick to the Atlantic side or to Tampa and south, so it's a lot younger in Northwest Florida.

Panama City. Gorgeous beaches in the area.
Learn how to snorkle or scuba dive.

You don't say where you're coming from, which might be relevant depending on how far you want to be from family, if you are more used to dry or humid heat, etc.
Personally, between the two, I would absolutely go to Panama Beach... and I don't even like humidity.
