Worst traffic congestion Philly, Boston, NYC, or DC? (comparison, people)

To start, theyre all pretty bad in and out of the city. But i would put New York and DC on a different level then Boston and Philly. I think DC is the worst than new york by far.
Weird. I think that NYC is worse than DC by far. The freeway traffic in and around NYC is just as bad as DC and their street traffic (what we call surface streets) is much worse. Street traffic in DC flows pretty well from what I've experienced.
How would you rank the big east coast cities based on traffic congestion?
Mine would be:
1. DC
2. Boston
3. NYC
4. Philly
Highway Traffic:
1.DC
2.NYC
3.Philly
4.Boston
Street Traffic
1.NYC
2.DC
3.Boston
4.Philly
Overall:
1.DC
2.NYC
3.Boston
4.Philly
All are awful though. DC is pure hell. NYC may actually be worse overall, but I don't expect to be able to get anywhere in NYC at anytime so perhaps lowered expectations in NYC is the only reason I find DC to be worse overall.
Philly isn't that bad on surface streets... the grid pattern really helps. Philly's highways though are so outdated and far too small to handle the volume they see on a daily basis... so philly is the least awful... but only in comparison. traffic in philly is terrible.
hopefully a lot more people will start commuting to work in more environmentally friendly ways, thus making traffic a thing of the past.
