It isn't a simple question you are asking because many areas within Portland and Seattle metro are in a 'rain shadow'.

Lived in Portland, been to Seattle a lot
It is a simple question cuz Portland is sunnier, no contest, but both are very grey, and a lot of people suffer from SAD (i did too)
