So what happens if Philadelphia gets to 15% commuter base in NYC, and its considered part of the NYC MSA/CSA?

You gonna say Philadelphia is culturally part of NYC then too?

MSA is impossible. For that their UA's have to merge first and it wont ever meet the requirement for that because the density drops below threshold in the middle and the development breaks around Princeton.

CSA is impossible. Commuter rate is 2%. LOL
