As a man who would be considered "black" (although I personally don't see color), that's a little bit of a loaded question, isn't it? Do blacks have special needs? It'd be weird trying to recommend a city that's "best for whites".

It's really a cultural question. Race/ethnicity largely correlates with culture in the U.S. (and "Black" in these sorts of contexts typically refers to American-born Blacks). Of course it's a nuanced and somewhat complex subject, but that's pretty much the basis of these sorts of discussions--although personal needs have to be taken into account when deciding which city is best any Black person.
Neither. No disrespect. Many will argue for Oakland. The way this country is set up, for a black person living in a city that has areas of black prominence doesn't constitute that place as being a perfect fit. That was the case 25 years ago when segregation was more prominent.
