Indianapolis should be added to that list.
Very Racially tolorant City with a rich history for African Americans.
Madam Walker was the first African American Millionaire in the US. she started up her production here in Indy.
The Indiana Black Expo is one of the largest African American conventions in the US.
Circle City Classic amongst other things too

Best for blacks? What does that mean?

As a man who would be considered "black" (although I personally don't see color), that's a little bit of a loaded question, isn't it? Do blacks have special needs? It'd be weird trying to recommend a city that's "best for whites".

Generally, I'd definitely put both Charlotte and Nashville ahead of Oakland.

As far as the question goes, outside of cultural amenities and such that cater to African Americans, much will depend on vocation.

the South is STILL filled with Racism.
Somehow the South hasnt moved past the 50s yet.

It's really a cultural question. Race/ethnicity largely correlates with culture in the U.S. (and "Black" in these sorts of contexts typically refers to American-born Blacks). Of course it's a nuanced and somewhat complex subject, but that's pretty much the basis of these sorts of discussions--although personal needs have to be taken into account when deciding which city is best any Black person.

Neither. No disrespect. Many will argue for Oakland. The way this country is set up, for a black person living in a city that has areas of black prominence doesn't constitute that place as being a perfect fit. That was the case 25 years ago when segregation was more prominent.
