If that were the case, Oakland would prosper... but it's not.

Oakland is both effected by, and benefits from being within the Bay Area.

Similar to how Philadelphia is effected by, and benefits from being so close to NYC.

Oakland benefits from being within the Bay Area.

However, the fact that it is located within the Bay Area and still has a high poverty rate and homicide/crime rate is just sad. Not even a good economy can save Oakland.

Pittsburgh is clearly out of its league here.

I know right!

But come on. The population of Vietnamese making $150k+ in Oakland far exceeds both Philadelphia and Pittsburgh. Therefor it MUST be the better city.

There was actually 92 homicides in Oakland in 2013 apparently

Oakland- 92 homicides - 22.6 per 100K
Philadelphia- 246 homicides - 15.8 per 100K
Pittsburgh- 41 homicides- 13.1 per 100K

The Oakland Metro Division actually has more foreign born residents than Philadelphia and Pittsburgh combined.

Foreign Born Population, 2013
Oakland Metro Division........753,727.....28.1% of the population
Philadelphia Metro Area.......602,478.....10.0% of the population
Pittsburgh Metro Area.............88,999......3.8% of the population

so anyway.
