Both of them are basically master plans for an entire site. They're not really individual projects, but master plans for a collection of projects:

That includes proposed since it says "in the pipeline". It also includes projects that were completed. I was specifically referring to projects that are currently under construction.

Look, it's obvious Philly has a lot more development than Pittsburgh does, but exaggerating stats to make a point is wrong.

Respectfully, you're wrong. There is probably about $10 billion in construction in Center City and University City alone, and that doesn't include the rest of the city. Also, Comcast Innovation Center is $1.2 billion. Where did you get your number from? Also, the Penn New Patient Pavilion is the most expensive single building under construction right now in Philadelphia at $1.5 billion.

That's also not including any renovation/redevelopment projects of existing buildings beside the Gallery. That's also not including anything in North, South, West, Southwest, Northwest, Northeast Philly either. And that's not including anything in the surrounding suburbs.

So yeah, once again you don't really know what you're talking about.

See my post above^^^

I just posted all major projects currently under construction in Center City and University City alone and the cost is nearly $9 billion. This only includes a ~4-5 square mile area of Philadelphia and it doesn't include any smaller projects. So yeah, Rainrock was right. I will gladly provide you with construction picture updates too if you don't believe me that these projects are currently underway.

By the way... I know I already proved you wrong. It's laughable you think the MSA doesn't have more than $5 billion under construction when Center City/University City has about $9 billion under construction and that's not including the rest of the city, or the suburbs. I wouldn't be surprised if there was close to $15-$20 billion under construction in the metro now. Here is a list of some larger suburban projects underway in the Philadelphia area:
