What are your top 10 major metro area climates in the lower 48? Obviously it’s subjective on what kind of weather you like but here are mine:
  1. San Diego
  2. Los Angeles
  3. San Jose
  4. Sacramento
  5. Austin
  6. Phoenix
  7. Portland
  8. Miami
  9. Tampa
  10. Atlanta

1.San Diego
2. LA
3. Honululu
4. San Jose
5. San Francisco
6. Sacramento
7. Phoenix
8. Atlanta
9. Raleigh
10. Denver

To me, the top 2 are way ahead of the rest and the top 6 are much better than the next 4.

Basically my criteria is how many days will the weather be pleasant so you would want to be outside...on that scale, Phoenix tops most places except some areas of Cali.

Maybe so but do not forget the 4 or 5 months Phoenix is blazing hot...
not pleasant unless you are an extreme heat lover.

El Paso/Las Cruces metro is better in that regard.
Albuquerque too is very good.

Both are on the “small” side but have metros closing in on 1 million.
