Phoenix? I think even DC and Philly has better weather than Phoenix.
Basically my criteria is how many days will the weather be pleasant so you would want to be outside...on that scale, Phoenix tops most places except some areas of Cali.

Maybe so but do not forget the 4 or 5 months Phoenix is blazing hot...
not pleasant unless you are an extreme heat lover.
El Paso/Las Cruces metro is better in that regard.
Albuquerque too is very good.
Both are on the “small” side but have metros closing in on 1 million.
