Like most, I'd say it comes down to Cleveland and St. Louis. I'd argue StL has been the most important fourth city up to this point, but Cleveland's profile has been escalating this decade while St Louis has been stagnating and perhaps declining.
Damn is Buffalo that bad? I thought it was still a major city?
I assume he was referring to the whole "Midwest" thing. Buffalo isn't usually considered to be in the Midwest (though it could be argued it has stronger cultural links to the Midwest than to the Northeast).

It has never been considered part of the Midwest. I think people confuse it because it is a Great Lakes city, part of which is in the Midwest and part is not. It's still in the Northeast region. Nothing is wrong with Buffalo, exactly, but people need to learn geography.

Geographically, Buffalo is more Midwest than Northeast. The Great Lakes cities are generally considered Midwest.
Northeast usually refers to the coastal areas, the "Northeast Corridor" and environs. Buffalo is nowhere near the Northeast Corridor; in fact it's almost halfway between Chicago and NYC.
Culturally, too, Buffalo has stronger links to cities like Cleveland and Detroit than to cities like NYC and Boston. So I think it can be argued that Buffalo is Midwest.
Of course, it can be argued that it's Northeast too. Census labels it as Northeast, because it's still in NY State, and they don't split up states into different regions.
I think Buffalo's a pretty good town. Certainly better than some other cities under discussion in this thread.
But that's a separate issue than whether or not Buffalo is Northeast or Midwest.
