I see what ppl are saying and I've never been to Boston so take my opinion as you may:
Still nyc seems to win.. Who cares about an irregular street grid in 2017 with google maps and apple map navigation telling you how to get somewhere. I could see if the argument was made while we were living in the 80s. In that regard, nyc is very easy with their traffic grid. 21st, 22nd, 23rd etc streets running east-west. 1st, 2nd, 3rd etc avenues running north-south.
But still, even with the assistance of navigation,, it is very difficult to navigate through the insane amount of vehicle and pedestrian traffic in nyc. Plus there's always an emergency vehicle coming or going. It's just insane man. I can navigate anywhere no matter how jacked up the grid is with google maps..
NYC is definitely the "hardest," but traffic is usually at a crawl so you deal with low speeds. I never felt more in danger than when I drove in Miami simply because of the amount of people going 100mph+ weaving though traffic.
But the thing that makes Boston the worst IMO isn't the streets, it's the other drivers. I have a book about Boston drivers, my favorite thing from it is that Boston drivers don't use their signals, because that is giving away information to the enemy. They are aggressive and reckless. I've seen people casually backing up 2 or 3 blocks because it was easier than driving around.
But the streets don't help. One of my big issues was that they label cross streets but apparently once you are on a street, you don't need to know its name.
NYC has always been extremely easy for me due to the grid pattern. When I talk NYC, I talk Manhattan and I refuse to drive through the Disney refuge camp of Time Square.
Chicago even easier, grid pattern again and not as crowded.
Boston bad as said above.
The worst for me is D.C. during rush hour. I am from Chicago where we have a simple grid, D.C. is the opposite and during Rush hour, yikes!

lol... Yea Miami had the worst drivers imo. They either drove extremely fast and reckless or extremely slow and reckless. Hardly any in between.
Probably DC. The sheer volume of cars, the traffic circles, and the mentality of "if you don't let me in, I'm gonna hit you" is essential for survival during rush hour.
The most frustrating things about driving in Atlanta are, the lack of a grid, the lack of signage, the curvy roads combined with hills, decreases ones ability to anticipate, the laid-back attitude towards driving, and the fact that there are more cars on the road, now. You will see some real daredevil, dimwitted, things here. It has gotten a lot more frustrating over the years.
NYC by a very wide margin. I own a trucking company and only have one driver that is willing to drive in that city.
