Neither Dallas or Atlanta are very urban to me. They both look and feel suburban outside of their business districts. Neither one has a big-city look or feel throughout. I think Dallas has a better infrastructure as far as streets, sidewalks and ability to navigate.
Atlanta is the most densely populated of the three. Dallas and Charlotte are a distant second and third respectively.
In addition to city proper density as Spade stated, Dallas is denser as an overall urban area
Dallas- 2879 ppsm
Atlanta 1706 ppsm
Charlotte 1685 ppsm
Atlanta has the lowest density of the 10 largest urban areas.
