The total for 2019 so far is the 5th lowest in the last 19 years, and the difference between 2nd lowest and 5th lowest is only 4 homicides. They were writing about "Chiraq" even when the city was at a 50 year low for homicides. It's not going to stop no matter what happens. The actual number (not rate) could dip below other cities and they'd still be writing the same stuff.
Drill rap music started back in 2011 and the "Chiraq" moniker had since gained international hype. It will probably take years of consistent "low numbers" and the mainstream spotlight being taken away from Chicago. To start, less murders than there are days in a year would help. NYC and LA, both had periods of being labeled as very dangerous places have at least achieved that much.

Both 2016 and 2017, which were crazy increases since just a year or two before. Look at my previous post on counts going back to 2001. This year is back to normal so far..5th lowest count so far back to 2001. Number has been decreasing at a high rate since September or October 2017.

Technically it 's the most dangerous state in the northeast tho, and has been many times. It was last year and also in 2004-2006 and 2010-2011. The northeast meaning NY NJ PA CT RI ME VT NH. It's homicide rate is low but most of its it's other violent crime is pretty high. Crime is down considerably from the 2004-2011 period..
Massachussetts i about the same rate as Canada, heck, remove the easter Canada (quebec and the maritime) and Canada becomes more violent than Massachussetts...
Anyway, I did live in Brockton and while I never felt unsafe, there were occasionally some shooting and robbery. But not enough to make me feel unsafe... Kind of like "mind your own business and you are good".

For Boston... Well, when you visit it, you will have that strange feeling of a city where nothing happens...
And this is due to the fact that almost all the crimes take place in 3 neighbourhood (Matthapan, Dorchester and Roxburry), so if you stay away from those places you will think Boston is one of the safest city in the USA

But as a whole, the Northeast is a very safe place much like most of the US, I checked the FBI data and the south is by very far the most dangerous place, then comes the southwest (except L.A which is getting ridicilously safe these days)... Then the northwest (including Utha, Idaho...) and the northeast are the safest

L.A -> 20 (almost unreal)
N.Y.C -> 48 (54% increase and so fare "worse" than L.A)
Could L.A end up with lower homicides rate than N.Y.C?

It may, bot NYC and LA have transformed their crime, but I also think you are getting ahead of yourself, its February....
