Philadelphia has a better location and more to do in the region, along with better weather and more history. I prefer Chicago as an all around city though. Hard to go wrong with either. They can offer similar lifestyles I'm sure.

Philadelphia, its not in the midwest and has a much better location with all the amenities of a major city, plus amazing history.

I prefer Chicago. Chicago has much more to offer than Philadelphia. There is more within reach of Philadelphia (New York, Boston, Washington, DC, Baltimore, etc.), but Chicago is cleaner, prettier, safer, and more family friendly.

I picked Chicago, but you can't go wrong with Philly. It has a better vibe (east coast) and more of a historic feel. Both are great.
