I mean in the late 1800's it was considered "west", but not in 2019.
I assume most people know Northwestern University (in Evanston, IL) was given it's name because at one point, it was near the northwesternmost point of the U.S.
Some of the Plains states ( NE, KS, both Dakotas) have areas that change from Midwestern--quasi Western at some point , but not Wisconsin, which is thoroughly Midwestern..
I like Wisconsin. Don't know much about Indiana except for Indianapolis, which was interesting to me but don't know if I'd want to live there. Seems like the Northern sector is a suburb of Chicago, sort of how NoVa is here in Virginia to DC.
NW indiana has better access to Chicago than SE Wisconsin. If i was forced into that scenario, I would go with NW Indiana. It definitely has more of a 'Chicago effect' than SE Wisconsin.

Sure. People I know who moved to WI, didn't want anything to do with Gary. If you consider that a "Chicago effect", then that's your choice. Also, moving to Wisconsin, gives you another large metro to choose from, when making plans. Milwaukee has a LOT going on, and people who live in Chicago are buying condos in the Third Ward to enjoy Milwaukee on the week-ends.

Sure buddy...I guess you'll overlook Munster, Dyer, Highland, Merriville, Schereville, Hammond, etc. and say Gary represents NWI. Additionally, no one is buying condos in Milwaukee out of Chicago for weekend getaways. Most individuals with wealth from Chicago buy lake homes in SW Michigan.
Not that familiar with NWI, but once you get past Renssaelaer or so, the focus really starts shifting away from Chicagoland.
S. Indiana is SO beautiful compared to the rest of the state. Rolling hills, greener, MUCH warmer. Much less snow.
I'd look strongly at the Louisville suburbs of IN. Floyds Knobs, Sellersburg, and eastern Jeffersonville, all areas around I-265 are great! Small town feeling in the midst of a mid major metro area.

I agree with you, but OP specifically said they want to be close to the IL/Chicago border for family and jobs. So Louisville ain't that close to Chicago
