Not sure it makes any difference whether Baltimore hits 310 or 360. The decline, stagnation, and danger will still be there either way. Baltimore has the highest robbery rate in the country, and unlike homicide, robberies most often occur between people who don't know each other. It has no functioning police force so you're not really going to be protected if someone approaches with you a knife or gun. Baltimore needs martial law.

Thats what makes a city, like Baltimore avoidable. I know theres some good parts and the culture is authentic but seems like the crime is what makes everything look bad
