I know, never recovered. Baltimore and St. Louis are no surprises as well. Wilmington was a bit surprising since the downtown has been attracting new residents and developments. The article explains that while it has been losing population, it has been in various parts of the city outside of downtown.

I've been to Marlin, Texas and I'm pretty sure that it's shrinking. Others as well I'm sure.

How about shrinking counties? I grew up in a marginal part of industrial New England, and no one stays. Even the immigrants are trying to flee back to Honduras.
