I'd honestly rather see Savannah removed - it has over 140k within the city limits. It'd make sense to remove Portland as well which is another city that's significantly larger than the rest even though it's technically under the 75k cap you have there (about 500k in the metro).
With those two included, the results will likely be lopsided.
Ignoring Portland and Savannah, Newport RI is my favorite. It's vibrant year round, though obviously much more active in the summer. I love it's historic aesthetic and great natural setting at the tip of Aquidneck Island. By New England standards, it has great beaches, many within walking distance of downtown. It's a really good food town, though I don't think it matches nearby Providence or the East Bay on the food front. Newport has excellent nightlife for a small city, and one of my favorite St. Patty's Day celebrations in the country.

Shows my ignorance, but I believed Charleston to be 200k+ in population. Even though I have been to both Charleston and Savannah, I thought Charleston was bigger and excluded it from the list.
I have only been to Portland, Greenwich, Savannah, St Augustine and Naples. I certainly wouldn't mind visiting the rest to get to know each one better.
So for the five that I am somewhat familiar with Savannah is the one I'd most enjoy living in full-time. Offers the best overall livability for my family. Portland I would be very interested in for a summer (or a few)
Others: Charleston (SC), Fernandina Beach (FL), and Lewes (DE) are a few that come to mind as possible alternatives. If it counts, I think Charleston would be my top choice overall.

My mistake.
Well, Charleston's MSA population is indeed much bigger than Savannah's. It is approaching 1M. But then so is Naples. And fwiw, St Augustine is part of the Jax MSA at over 1.5M. And I believe Greenwich is counted in the NYC MSA, so well...yeah.
All along I assumed you weren't using the MSA numbers (nor the city numbers) but more just a feel for the vibe in the specific city/town.
Portsmouth & Savannah for me, would love to have a place in both.
