Cost of living - Tampa, Charlotte, Atlanta, Nashville
State income tax- which state has no state income tax - Tampa & Nashville
Crime rate - About the same
Diversity - Too subjective

These are 4 metro areas that have great qualities of life, so you really can't go wrong with any of them. But with what you're looking for, I'd go with Tampa. They have the best balance of everything you're seeking.
