New England. Plus the quaint little towns add to the foliage charm.
I will give a shoutout to The Poconos in PA. I recently drove I80 across Pennsylvania, and the foliage was stunning. Perfect rolling hills and mountains with orange, yellow, red.

Absolutely! All 3 regions are stunningly beautiful in the Fall, including the upper Midwest.
The Blue Ridge/Piedmont has a much prettier *spring* than New England. April west of, say, Charlottesville, is glorious in a way that can be said of October in much of New England away from the coast. (I've lived in both areas.)

VT is the stand alone winner for fall foliage.
PNW has a really nice fall too, as you can get really nice contrast between the pines, mountains, and colors.
