I don’t think I knew this, but I definitely hear “Upstate NY” and don’t think Buffalo. I do wonder if it’s because people from Buffalo say they are from Buffalo. People from Syracuse, Albany, Binghamton, what have you, say Upstate NY.
Even people from Rochester say their city is in "upstate". When I grew up we had three Rochester TV stations on cable, and they referred to "upstate" (as place where Rochester was located) all the time. They did refer to "Western New York" as well.
As a Toronto resident, Buffalo is obviously the city that we immediately think of since it's only 55 miles away across Lake Ontario and we can get all of their TV stations with an over the air TV antenna or on cable. We also know from their newscasts and commercials that they refer to themselves as Western New York, not upstate NY.
Rochester is a close second, they refer to themselves as both upstate and Western New York, I can get some of their TV stations over the air with my antenna, too. haha
