I'd go with Missouri. The Cards, Blues, and Chiefs fans are pretty die-hard through thick and thin. Royals fans... maybe not so much, but that's probably because the Cards have captured most of the state.

Ohio for sure. Browns, Bengals, Indians, Reds, Cavs, Blue Jackets, Crew. NFL, MLB, NHL, NBA, MLS... We have it all AND the Ohio State Buckeyes to boot. Not to mention the football roots here are deeper than anywhere else in the country. So many legendary figures from here. The loyalty is astounding here too.

I voted Michigan. All the teams suck, and they still love them. Penn., Ohio, Ill., and Wis., are all right there too. Cold azz weather, beer, and sports, what a great combination.

Ohio, definitely. It's a blue-collar state with passionate and loyal sports fans. The Browns are no longer a laughingstock but Cleveland fans are diehard and suffered for decades on end. Pennsylvania is similar, but most Steeler fans are bandwagon fans (sorry, had to say it).

I'm biased but North Carolina is one of the best for college sports, at least for basketball. There is no better rivalry than Duke/UNC.

I would have voted Missouri also if it were an option. KC and St. Louis both lost NBA teams before the NBA really took off and became more popular. If one had a successful team in the 80's or 90's they still might be there.
Wisconsin is also extremely good and Milwaukee could most likely support a winning NHL team.
The Royals actually have a great fan base, but the constant losing has done a lot of damage after a highly successful first 25 years. If they didn't have that dismal stretch after the early 90's and now after '15, they probably would have grown and kept more of their initial fan base because the region is great for professional sports especially baseball and football.

On the poll, I voted Michigan, though Illinois and Pennsylvania are quite good as well.

Why I gave the edge to MA over PA:

NBA: Celtics fans > Sixers fans (adv. MA)

MLB: Red Sox fans > Phillies fans = Pirates fans (this one is closer than NBA, but still, adv. MA)

NFL: Steelers fans > Patriots fans = Eagles fans (Steelers have a big advantage here, adv. PA)

Hockey - Not really qualified to comment on this but I don't know of any edge one fanbase has over the other, so I say its a tie.

2-1-1 in favor of Massachusetts.

Boston and Philly fans are basically first cousins when it comes to diehard, passionate, sometimes over the line (ok, maybe more than sometimes).

Pittsburgh is just as diehard as these two but maybe not with as much of the nasty edge.

MA or PA, I voted MA because the focus is more centralized. I also feel like there are more people who are fans of non local teams in PA. In Mass this makes people irritated, it definitely does for me.

Illinois fandom has two Achilles' heels: 1) Bulls fandom is subject to fair-weather waves, and 2) White Sox fans who absolutely refuse to show up at the park no matter how well the team is doing. Also, throw in tepid support for college teams though folks seem to be more focused on pro sports here.

The state's Cubs/Bears/Hawks/Cardinals fans are pretty die-hard though.
