It's a tier below Atlanta, Dallas, Philadelphia, Houston, Boston, and Phoenix. San Diego is in a tier with cities like Tampa, Minneapolis, and Denver.
Phoenix is a tier higher than MSP, Denver, and San Diego? It's in the same tier as Atlanta, Philly, Boston?
Maybe if tiers are based solely on population. But there's really not much else to support that assertion. Like shockingly little considering how often I hear that on CD.
I've never heard anyone call San Diego a "Tier 3 city".
Anyone can decide what defines a tier or the criteria. Generally speaking, San Diego is not in the same tier as Atlanta and Atlanta is not the same tier as NYC or LA. So I'd say "Tier 3 city" sounds pretty reasonable.

But again, it depends on what the criteria is.
Yeah and for any specific criteria such as this one, overall tiers may not matter. LA is probably in a top tier as a city overall, but does LA have better nightlife than every city in tiers below it? For me yes, but very likely not for people that value dance clubs and/or bars.
Why do people continuously compare Atlanta to Tier 3 and 4 cities?
Wow. I know quite a few people would prefer SD over Atlanta....especially if COL isn't a factor. Tiers be damned.
