Atlanta, Dallas or Phoenix (Scottsdale looks super nice to me always).

Restaraunts
Lounges/nightlife
Worldliness of residents
Fresh looking development

I haven’t seen enough of Phoenix to accurately judge it. Atlanta and Dallas are about equals in terms of upscale amenities.

I don’t know why the aesthetic of Scottsdale appeals to me so much, but I think it can give Atlanta and Dallas a run for its money.

Are we talking just the city proper or MSA? If we're talking MSA I'd go 1.DFW 2. Atlanta 3. Phoenix.

And I barely put DFW over Atlanta.

Scottsdale is very upscale BUT its the suburb not Phoenix proper. I've been to Phoenix. If we talk MSA, then DFW has :
Park Cities, Uptown, White Rock Lake, LegacyWest/Legacy in suburban Plano, Colleyville, the Shops at Clearfork in Fort Worth.

I’ve not been to Dallas, which part of town feels upscale?

Uptown, University Park, Preston Hollow, North Dallas, and Northwest Dallas.
(Parts of) Addison, Allen, Frisco, McKinney, and Plano for suburbs.

Phoenix has enough wealth and flashiness to support a Bugatti Dealer. That’s a big deal. We don’t have one in Atlanta and in 2021 we are considered one of the most flashy cities out there.

Never been to Phoenix, but Scottsdale seems to have better upscale restaraunts than both cities when I compare on Yelp. The people I talk from there actually think it’s a big deal. It may have something to do with all the wealthy Cali people relocating there. I don’t think it’s an odd choice.
