Who will count as MENA? Arab Muslims and Persians seem obvious but what about Christian Lebanese? Is John Sununu non white? That seems far fetched. Armenians? Did California elect a nonwhite governor decades ago? Of course not. Jews? How could you be whiter than Bernie Sanders?
Below is the top 5 Urban Areas in foreign born population by Country. I've also included the total population nationwide so that we can look at the percentage that the urban area contains of the total. I am only going to list places with more than 10,000 residents. If for example the 5th largest community is under 10,000, then only the top 4 will be listed.

I don't know most of these answers but the MENA category would not be intended to include most Jewish Americans, who typically have ancestry from central or eastern Europe. My guess is Armenia as a former Soviet republic is not included in the Middle East region either.

There could be confusion as a lot of groups could overlap both White and MENA in how they identify, such as Israeli, Levantine Christians, and Armenians. Maybe Iranians too.
"Foreign immigration to the Bay Area is back on the rise after five years of decline, according to recently released data.
The Bay Area gained over 21,000 foreign immigrants from July 2021 to June 2022. That marked a dramatic reversal of the previous year’s trend, when nearly 600 more immigrants left the region than moved in."

How Indo-Fijians Found a Home in California
Centuries of colonial abuse and decades of discrimination fueled an exodus to a state where about 75% of Fijian Americans live today.
