I've never been to Indianapolis but I've been to Cleveland and really liked it. Stay in the University Circle area. The art museum is great. The West Side Market was interesting. The Rock and Roll Hall of Fame is nice. I also enjoyed Little Italy. I don't think you can go wrong with Cleveland.
Check out West Side Market, Little Italy, University Circle, Downtown, the Flats, Melt Bar & Grilled, Ohio City, the art museum, Playhouse Square, Lake View Cemetery, and the Rock 'n Roll Hall of Fame. The Cleveland boosters on here would also suggest Tremont, but I never found it to be anything special (I suppose I am spoiled by Pittsburgh).
I'd take Cleveland to visit. I'd also probably take Cleveland to live in since I'd probably be working remotely. That answer might change if I were dependent on what's available in the respective local jobs markets.
