Montreal has transformed so much and has become more international (in terms of population and connectivity) + is a magnet for FDI with tech/AI/Finance/Aerospace/Sustainability and has more international offices/HQ's than any other city outside of NYC/DC (70+ and counting).

This list accounts for pretty much every metric

Well yeah an “international HQ” in Montreal is a “regional office” in Denver for say Google even if they’re the same size.

So a small country gets “foreign inflows/outflows of capital” while the other dies not for preforming the same task.

Like if you look at the “international” passenger numbers at YYZ vs O’Hare YYZ is far higher because there is comparably nowhere to fly in Canada vs the United States. But that’s because Toronto is more important compared to Canada than Chicago is to the United States not because on an absolute term Toronto is more important than Chicago

In the end, Toronto is still ranked below Chicago and four other US cities, so I'm not sure there's really that much of a bias.


Montreal is a fairly large media producer especially in the francophone world and also does quite a bit in video games and music among other such things. Its economic base is still pretty decently sized even if it has a smaller GDP than the Twin Cities as it's a fairly prominent financial center. I think there's a pretty decent argument for Montreal over Twin Cities though not by all that much.

Not talking about Google here, International HQ's like the ICAO, ACI, Future Earth, IATA, NATO announced their HQ for sustainability will be here, etc.... We're talking UN agencies, huge governmental bodies that dictate foreign policy, regulations, consulates. We also lead North America in business conferences. With all those, it helps us remain high in rankings in terms of global connectivity.

1/2 of all FDI in Canada is from the United States. So if Montreal was where Burlington VT is instead, it’s “foreign investment” would be almost cut in half.

So being a small country absolutely helps. (Beyond the fact Canada has lots of protectionist polices for domestic industries like media and banking to prevent becoming America dependent which pulls up international connection without added value)

If Montreal were part of the US, there would probably be less reason to do as much US direct investment into it since it wouldn't be as distinct of a market and therefore would potentially not need that much in separate operations including what you noted about Canada having protectionist policies which would be unlikely to happen were it fully integrated into the US market as simply part of the US. Being a small country can help, as well as being part of a separate linguistic sphere, and I think it makes sense that the rankings would reflect such.

Surprised to see Chicago that much higher than Toronto. The two cities are nearly equivalent in metro size, but the latter feels a lot more international.

Miami and CDMX are also low here IMO.
