Street racing exists in almost every city across the country. I live in a city of 40,000 and there is a street racing scene here with some very powerful and expensive cars.

The bigger the city the more racing you'll see. Tampa is notorious for it, but cities you may not consider:

Memphis
Birmingham
New Orleans
Omaha
St. Louis
Sacramento

The Beltway on the east end is a popular spot because its the least populated side of Houston & a very very long stretch of roadway.

New Orleans definitely has a scene as well as Baton Rouge, there are numerous locations where races are frequent here.

Sometimes there will be street racing on the Beltway here in the DC area, especially here on the Maryland side, mostly under the cover of darkness like late at night. They also occur around Upper Marlboro too.
