NYC, BeverlyHills, SF and Chic are light years ahead of any other US cities in food/wine/cocktails
LV was a strong part of Top 5 until Bubble burst; most of talented chefs are now fleeing ghost town LV for one of Big 4 food towns
Though each city has amusing weaknesses, e.g. FourSeasonsHotel NYC (or any other major high-end NYC hotel) has some of worst orange juices in US; stuff tastes like Tropicana fresh from a bodega in the Bronx, despite costing $20/glass....life in CA spoils one for taste of fresh produce/citrus that's hard to find in Manhattan at any price
Also, no decent places around Midtown Manhattan office corridors to get a quick, well-prepared sandwich or burger or espresso or baguette....stuff for which one has numerous choices in SF's Financial Dt (Ferry Bldg Mktplace)
I been somewhere in Hoboken, it might of been Jersey City, i'm not sure. But
Michelina Italian Rest. was a place i went that was.. DAMN
There is other places in jersey that i had better, but there small towns scattered throughout the state that i just can't name off the top of my head. So i said Hoboken/Jersey City.

Thats cool. I've chowed at a few places in Hoboken, and surprisingly my favorite is Fiore's, and old school italian deli. Couple good Cuban joints in Hoboken, and around Grove street in JC as well.

Top 12?
Well, I'd probably be in agreement with this Forbes list for top 10
America's best restaurant cities - ForbesTraveler.com (http://www.forbestraveler.com/food-drink/restaurant-cities-slide.html - broken link)
1. NYC
2. Chicago
3. San Francisco
4. L.A.
5. New Orleans
6. Houston
7. D.C.
8. Atlanta
9. Boston
10. Las Vegas
To make it 12, I might add Miami and either Seattle or Dallas.
