Oklahoma City is booming and its not liberal, but most up and coming cities do lean blue.
Good pick. Development is happening everywhere and the downtown is booming. The largest single project that is about to break ground is the Devon Tower. Its very tall at 925' and has an incredible timeless design. Total cost is 750- 800 million. I believe a high rise condo is also on the way.
Providence RI, New Haven CT, Worcester MA, Springfield MA, West Palm Beach Fl, Hartford CT, and many other mid-size major cities
..some of these may be promising, I don't know if I'd classify cities such as Springfield, MA and New Haven, CT as "up-and-coming". They have a bit more work to do, although they are light years ahead of cities like Camden, NJ.
I don't think there is anything up and coming in Denver. It has always been a nice city and hasn't changed much for a long time, except maybe the light rail projects.

Denver seems fairly new and fresh for a city that's allegedly stagnant.
Charleston, SC continues to impress me everytime I go there.
Not sure of any stats, but it very underrated for its size.
