Hampton Roads is the best waterfront metro in the country.

Virginia Beach Oceanfront, Norfolk's waterfront, Hampton's riverfront, Newport News' beaches, etc.

As far as beach, I would definitely say Miami. As someone mentioned above, the color of the water is unreal.
