If that $3B is Federal money from Region V Chicago EPA, I hope you're right, since their budget is getting killed. Otherwise good luck with your sunbathing, Ohio's karma as a swing state after the election could be a terrible thing for the cleanup. I agree with you, Cleveland's waterfront is developing nicely, for sure.
That $3B is coming from the pockets of all rate payers to the Northeast Ohio Region Sewer District. Rates started going up 20 years ago as the project started. Some will whine about increases (in anything) but the water needs to be cleaned. And it is getting cleaner, over the last 30 years.
Akron is just upstream from Cleveland on the Cuyahoga river (which empties into Lake Erie at downtown Cleveland). Akron is also investing about $1B to clean up their sewer treatment infrastructure. This, along with the Cuyahoga Gorge dam removal, will create some great class IV whitewater.
